Today's Program
District Court Judges Matt Elich and David Grant. These gentlemen gave a very informative talk on the local court systems.  For many years the Whatcom County district court system was very staid in its ways, but now many changes have been implemented to deal with the growth of the community and activity in the court system; now trying the idea of a "night court" for example to increase the options for those who work during the day.  Most items concern traffic tickets or small civil things... The three courts in Bellingham:

1) Superior Court - "general juristiction" - handles domestic disputes, real estate, felony (serious) crimes. The court is represented by Judges Snyder, Uhrig and Mura.

2) District Court - "limited juristiction" - handles smaller cases, but more of them:  DUI, traffic violations, name changes, anti-harassment petitions, domestic violence, etc. The district court handles civil disputes with damages not to exceed $50,000, and also small claims cases not to exceed $4,000... The judges are limited to issuing a max of 1 year jail term and $5,000 fine.  Most cases are where people are not represented by lawyers. The court is represented by judges Elich and Grant.  They have 38 employees (half court employees, half probation services), plus volunteers.  Revenue $2.3M, expences $1.3M.  New innovations: specialized domestic violence court, a night court, new rules to speed up process, more use of mediation.

3) Municipal Court - violations of city ordinances, some domestic issues, but NO civil small claims, anti-harrassment, name changes.  This court is represented by Judge Debra Lev (for Bellingham only).

Raffle $35 won by Byron.

Respectfully submitted,
Stowe Talbot
